Iphone4, Help me buy from Craig's list?

Hi every, came to know about craigs list website, which is offering IPhone 4 for $280, they are claiming it is factory unlocked and a new piece, will it work in bangalore india? is their any legal issues using such a phone, like getting blacklisted. if some one has already bought from craigs list, could you advise me with this.
