How to format an external hard disk to fat partition?

I just purchased a toshiba external hard disk . To backup my ps3 . The ps3 only supports fat . It is formatted for ntfs. It only lists ntfs or exFAT as the only format to format to . Is the exFAT the same as the FAT16 or FAT32 file system? if not how can i format it for FAT?
