Person bought my chair on ebay through Buy it Now and is refusing to collect it.?

I don't know the official eBay rules on this. My guess is that as a breach of contract you could charge him for the money you have wasted by having put it up for a bid and storing it without him picking it up. Itemize and calculate that and offer to refund the difference so you can move on to finding a serious buyer.
